Growth-corridor zone (Pakenham, Pakenham East, Lakeside, Cardinia Lakes, Heritage Springs, Officer Estate): newer estates built into ex-paddock land. Boundary gums on retained fence lines, building-pad clearing, post-build stump grinding, formative pruning of advanced ornamentals. Most blocks not inside a VPO. Rural & rural-residential zone (Beaconsfield Upper, Toomuc Valley, Bunyip, Garfield, Tynong, Tonimbuk, Maryknoll, Cora Lynn): 1–5+ acre blocks with mature native canopy — messmate, manna gum, swamp gum, narrow-leaf peppermint. Council planning controls.
- Significant Tree Register — named protected trees, planning permit required for any work. $9,000+ fines for unauthorised removal.
- Vegetation Protection Overlay (VPO) — native trees over 10m height or 40cm diameter need planning permit. Common across older Pakenham, parts of Beaconsfield, Officer rural fringe, all of the eastern shire.
- Environmental Significance Overlay (ESO) — biodiversity-protected areas. Common near Bunyip State Forest and Cardinia Reservoir margins.
- Bushfire Management Overlay (BMO) — 10/30 vegetation-clearing rule allows defensible-space clearing without permit (10m from dwelling + modified vegetation 30m out). Most of the eastern and northern shire.
- Heritage Overlay — restrictions on tree removal in heritage precincts (parts of older Pakenham, Officer, Garfield).
